Every SoC literally had its own MMU implementation. Once upon a time, this was invariably true. Having a standard platform will open the same "home built" market for ARM based PCs that we have for x86/圆4. This puts up barriers and prevents the rapid competition that brought PCs to the masses in the 80s and 90s. As it is, every ARM SoC is different from every other, every ARM based device is different from every other, and you can't just take the same copy of Windows that run on a Microsoft tablet and run it on a Samsung (for example).
